Pretty sure the phrase “Going to the dogs” basically means human society is falling apart, people are leaving or dying and what’s left is “Going to the dogs” as they’re what’s left to inherit what’s left. Think of an empty deserted town in the middle of nowhere with nothing but wild dogs running about the streets and yards; It’s “Gone to the dogs”. It’s not blaming the dogs, it’s just a statement of who now has the run of the place.
