I am thinking about how in the summer, no matter how much you brush them, huskies seem to be perpetually blowing their coat. So, being dragged on the cement may help scratch a perpetual itch and get more of that fluff out. No matter how much attention a shelter dog gets, that is *a lot* of brushing needed to remove all the winter undercoat!
Plus, there is the aspect of just being a brat to be a brat. 😋
